NIGERIA FOOTBALL FEDERATION (NFF)
TENDER FOR THE RECONSTRUCTION OF EXISTING SYNTHETIC PITCH & CONSTRUCTION OF A NATURAL AND SYNTHETIC PITCHES WITH DRESSING ROOMS AND CONSTRUCTION OF FOOTBALL HOSTEL AT PACKAGE B, MKO ABIOLA NATIONAL STADIUM ABUJA.
1.0 INTRODUCTION:
The Federation of International Football Associations (FIFA) intends to provide funds to the Nigeria Football Federation (NFF) through its Forward Programme for the reconstruction of existing synthetic pitch & construction of a new natural and synthetic pitches with dressing rooms, and construction of Football Hostel at the Package B, MKO Abiola National Stadium Abuja with the associated Consultancy Services. In compliance with the requirements of the FIFA Development Committee, the NFF hereby invites interested, eligible, reputable and competent Contractors and Consultants to bid for the execution of the following:

A1. Reconstruction of the existing synthetic pitch, construction of new natural and synthetic grass pitches with dressing rooms.
A2. Construction of Football Hostel.

4.0. SCOPE OF THE WORKS:
The scope of the works entails the total re-construction of the existing synthetic pitch, the construction of new natural grass pitch with USGA technology to FIFA standard and synthetic pitch with spectators’ stands and players’ dressing rooms to FIFA Standard. Construction of new Hostel for Players, Coaches and Match Officials including soft and hard furnishing.
5.0. ELIGIBILITY REQUIREMENTS
Interested and competent Contractors and Consultants wishing to carry out these projects are required to submit the following documents which will be subjected to verification by NFF before forwarding to FIFA:
5.1 Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including forms CAC2 or CAC1.1
- Evidence of company’s Income Tax Certificate for the Last Three (3) years (2021, 2022 & 2023) valid till 31st December, 2024.
- Evidence of filing of annual returns to CAC for the Last Three (3) years (2021, 2022&2023). Payment receipts will not be accepted.
- Evidence of current Pension Compliance Certificate valid till 31st December, 2024.
- Evidence of current Industrial Training Fund (ITF) compliance valid till 31st December, 2024.
- Evidence of registration on National Data Base of Federal Contractors and Consultants or valid Certificate issued by Bureau of Public Procurement (BPP) valid till 31st December, 2024.
- Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024.
- Sworn affidavit disclosing whether or not any Officer of the NFF Board has any pecuniary interest in the Bidders and to confirm that all information presented in its bid are true and correct in all particulars.
- That no Partner/Director has been convicted in any country for criminal offences related to fraudulent or corrupt practice or criminal misrepresentation or falsification of facts relating to any matter.
- That the company is not under receivership, the subjection of any form of winding-up petition or proceedings, insolvency or bankruptcy 2021, 2022, 2023.
- Evidence of financial capabilities to execute the project by submission of Reference letter from a reputable commercial bank in Nigeria including willingness to provide credit facilities for the execution of the project when needed.
- Company’s profile with the Curriculum Vitae of key staff to be employed for the project including copies of their Academic/Professional qualifications (in case of construction: COREN, OSRBN, ARCON, CORBON etc,) with current practicing licenses attached (2024). All Consultancy Firms tendering must be registered by respective professional bodies. Evidence of registration must be submitted along with other documents mentioned.
- Verifiable documentary evidence of at least five (5) similar jobs executed in the last seven years handled for NFF, State FAs, States or Local Governments or any Football Clubs, Schools or Academies that are Certified by the NFF or FIFA including letters of award, valuation certificates, job completion certificates and photographs of the projects.
- List of plants and equipment with proof of ownership or lease agreement (where applicable) with which to carry out the projects.
- All documents for submission must be transmitted with a covering /forwarding letter under the company’s letterhead paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone numbers, (referral GSM no), and e-mail address of the company at the page, duly signed by the authorized officer of the firm.
- Bidders for category lot A1 must have FIFA preferred suppliers of Football Turf as partners with current FIFA certification (2024).
- Construction of the Hostel includes furnishing, as such membership of Real Estate Association of Nigeria is important.
- Bidders are to ensure strict compliance with anti-money laundering requirement by presentation of compliance certificate (SCUML) from EFCC.
6.0. SUBMISSION OF BID DOCUMENTS
Prospective bidders for both construction and consultancy are to submit the technical bid documents in hard and soft copies (two hard copies). The technical bids should be packaged in sealed envelope and clearly marked as “Technical Bid” sealed and addressed to the Nigeria Football Federation and clearly marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder. All Bids are to be dropped in the designated box at the office of the Head of Procurement, NFF not later than Wednesday 12:00 noon, October 3rd, 2024. Bidders are to obtain the bid documents after a payment of mandatory fee of N300,000.00 (Three Hundred Thousand Naira) only, to the NFF Remita account.
- OPENINING OF BIDS
Only Technical Bids are to be considered at this stage and would be opened after the deadline for submission at 12:00 noon on 3rd October, 2024 at the General Secretary’s Conference Room of the Nigeria Football Federation, Package B, MKO Abiola National Stadium Abuja, in the presence of Bidders or their representatives.
Please, ensure that you sign bid submission register in the Office of the Head of Procurement. The NFF will not be held liable for misplaced or wrongly submitted Bids.
- BIDDERS ARE TO PLEASE NOTE THAT:
- Only those that comply with regulatory requirements would be considered.
- Bids submitted after the deadline will be returned unopened.
- The NFF Board reserves the right to verify the authenticity of claims made by any bidder.
- Only pre-qualified bidders will be contacted at a later date for Financial Bid collection.
- FIFA insists that NFF should use experts who have successful experience in football field and construction experiences. Any Bidder who has no verifiable evidence of constructing or supervising a FIFA-graded pitch need not to participate because all technical bid documents will be forwarded to FIFA for further evaluation and assessment.
- Bidders are to be guided that the final decision and approval for these projects rest with the FIFA Development Committee which sits at the FIFA Headquarters in Zurich. Therefore, the NFF will not incur any liability on the final outcome of this process, please.
